Ideological soulmate to Reagan, sharing vision of Soviet Union as evil empire deserving no compromise. Partnership ensured Cold War 'continued in all its frigidity' until Gorbachev's rise (1985). Bonded quickly with Reagan despite opposite personalities, dedicated memoir Statecraft to him ('world owes so much'). Recognized Gorbachev as reformer, declaring 'Cold War is over' by fall 1988.
