Era of relative stability ('Brezhnev stagnation') masked economic decline. Authorized Soviet invasion of Afghanistan (1979) after dubious KGB claim of CIA infiltration, ending détente and triggering US grain embargo. Carter called invasion 'most serious danger to peace since 1945.' Afghan quagmire drained Soviet resources and morale. Developed 'Brezhnev Doctrine' justifying intervention in socialist states. Presided over Soviet gerontocracy and arms race escalation.
